why is that pineville has the highest gas prices in southern wv all the time?

About 2 Months ago I traveled to Tenn. and passed through VA. The price at that time was right around $2.32. I recently passed through that area again to find gas prices hadn't change. Prices here changed THREE (3) times.

I just want to mention that I left the area this past weekend and paid $2.59/gallon of gasoline in Raleigh/Fayette County WV.

Once I got into VA the gas prices dipped considerably. In fact, when I got into Glade Spring I topped off my tank paying only $2.32/gallon.
